PEPPER STEAK

1 LB. CHUCK OR ROUND STEAK, CUT IN THIN STRIPS
1/4 CUP VEGETABLE OIL
1 CLOVE GARLIC, MINCED
1 TBSP. SOY SAUCE
1 TSP. SALT
1/4 CUP WATER
1 CUP GREEN PEPPER, CUT INTO 1 INCH PIECES
1 CUP CHOPPED ONION
1/4 CUP CELERY, CHOPPED
2 TBSP. CORNSTARCH
2 CUPS WATER
1 TOMATO. CUT IN WEDGES
3-4 CUPS COOKED RICE

BROWN BEEF IN HOT OIL, ADD GARLIC AND COOK UNTIL GARLIC IS YELLOW. ADD SOY SAUCE, SALT, AND 1/4 CUP WATER; COVER AND COOK FOR 45 MINUTES. ADD ALL VEGETABLES EXCEPT TOMATOES; COOK FOR 10 MINUTES. STIR IN CORNSTARCH BLENDED IN 2 CUPS WATER. ADD TOMATOES AND COOK WITHOUT STIRRING ANOTHER 5 MINUTES.

SERVE OVER RICE.
